  • The topic of ethical work perception has received significant interest in recent years due to the alarming rate of ethical scandals in the organization. In this study, the researcher developed a theoretical framework that shows employees' psychological empowerment mediates the relationship between ethical leadership and ethical work perception in the context of government organizations. A quantitative research approach was implemented to test hypotheses developed from the theoretical framework. Statistical analyses, such as the descriptive analysis, correlation, hierarchical regression, and structural equation modeling, were performed using survey data collected from 302 participants in Solomon Islands. The findings indicated that psychological empowerment of an employee has a significant mediating effect between ethical leadership and ethical work perception. Hence, employees who perceive their leader to have higher level of ethical leadership feel more empowered and the heightened empowerment creates a higher level of ethical work perception in the organization
