近年來,隨著國內外煉鋼市場環境的持續惡化,國內煉鋼業面臨了越來越嚴酷的挑戰,如何促進煉鋼業的轉型升級,實現永續發展,是國內煉鋼製造業亟待解決的問題。"創新、協調、綠色、開放、共享"五大發展理念,可以保障國內煉鋼產業綠色環境的轉型。隨著環境問題的日益嚴重,人與自然的關係成為人類社會目前所面臨的最為重要的議題之一。單一主軸的綠色行動對環境治理問題的功能有限,綠色治理為一種新的治理觀念被提出來。綠色治理強調多元治理主軸的協同功能,而企業為綠色治理最為關鍵的行動者。煉鋼產業是經濟最為重要的基礎產業之一,同時也是高污染、高能源消耗的產業。近年來,煉鋼產業對能源消耗的比重有所降低,污染物排放量也得到控制,煉鋼產業的綠色治理已經取得明顯的效果。L個案煉鋼公司始建於民國六十五年,經過多年發展,現在已經發展成為電爐煉鋼、煉鐵、鑄造、鋼胚、軋鋼、鋼筋、屋頂型太陽光電系統、及其它煉鋼材料為一爐的煉鋼聯合企業。受到政府煉鋼產業結構的調整和國內經濟增速放緩的影響,產業的併購重組,使得競爭更加激烈,企業發展的壓力日益增大。本研究基於綠色環境治理的理念,選取L個案公司作為研究對象,分析公司綠色環境治理的整體流程以及在綠色環境治理過程之中可能會存在的問題。本研究從L個案公司綠色制度設計、製造工程專案、綠色技術創新三大構面,歸納L個案公司做綠色環境治理的措施,探討L個案公司綠色環境治理的發展過程之中可能出現的難題,並提出建議。本研究分析L個案公司綠色轉型的原因、綠色轉型的策略以及綠色轉型的效果。本研究從企業產業鏈更新、企業技術研發、節能環保投入這三方面著手,分析L個案公司進行綠色轉型的策略。並且從L個案公司製造的經營情況、L個案公司市場價值的表現以及L個案公司環保情況著手分析L個案公司綠色轉型的效果,並得出結論。L個案公司自從投入環保產業、開展環保業務開始綠色轉型以來,企業的各項指標證實,無論是在盈利能力方面、發展能力方面還是污染物排放情況方面都得到了好轉,呈現出L個案公司綠色轉型具有明顯的效果。

In the recent years, with the continuous deterioration of the steelmaking market environment at home and abroad, the domestic steelmaking industry is facing more and more severe challenges. How to promote the transformation and upgrading the steelmaking industry and achieve sustainable development is an urgent problem for the domestic steelmaking industry. The five development concepts of "innovation, coordination, green, openness, and sharing" can guarantee the transformation of the green environment of the domestic steelmaking industry. With the increasingly serious environmental problems, the relationship between human and nature has become one of the most important issues in facing the human society. Green actions with a single axis have limited functions on environmental governance issues, and green governance has been proposed as a new governance concept. Green governance emphasizes the collaborative function of multiple governance axes, and enterprises are the most critical actors in green governance. The steelmaking industry is one of the most important basic industries in the economy, and it is also an industry with high pollution and high energy consumption. In the recent years, the proportion of energy consumption in the steelmaking industry has been reduced, and the discharge of pollutants has also been controlled. The green governance of the steelmaking industry has achieved obvious results. L case steelmaking company was founded in the 1976. After years of development, it has developed into a collection of steel billets, electric furnace steel making, ironmaking, steelmaking, casting, steel rolling, steel bars, roof-type solar photovoltaic systems, and other steelmaking now. The steel material is a steelmaking joint enterprise with one furnace. Affected by the adjustment of the government's steelmaking industry structure and the slowdown of domestic economic growth, the industry's mergers and acquisitions have made competition more intense and the pressure on enterprise development is increasing.Based on the concept of green environmental governance, this study selects the L case company as the research object to analyze the overall process of the company's green environmental governance and possible problems in the process of green environmental governance. This research summarizes the green environmental governance measures of the L case company from the three aspects of the L case company’s green system design, manufacturing engineering project, and green technology innovation, and discusses the possible problems that may arise in the development process of the L case company’s green environment governance. and make suggestions.This study analyzes the reasons for the green transformation of L case company, the strategy of green transformation and the effect of green transformation. This study starts from the three aspects of the enterprise industrial chain renewal, enterprise technology research and development, and the investment in the energy conservation and environmental protection, and analyzes the green transformation strategy of L case company. And start to analyze the effect of the green transformation of the L case company from the operating conditions of the L case company, the performance of the market value of the L case company, and the environmental protection situation of the L case company, and draw a conclusion. Since case company L has invested in the environmental protection industry and carried out environmental protection business and started its green transformation, various indicators of the company have confirmed that it has improved in terms of profitability, development ability and pollutant discharge, showing that the case company of case L is green. The transformation has obvious effects.
