「藝術村」最早成立於法國，藝術村在國家的文化發展與保存上，占有極重要的地位。藝術村的類型非常多元，因應不同的地理位置、需求與目的，藝術村的類型可分六種，分別為：(一)位處於郊外，提供藝術家安靜創作的空間，(二)改建廢置廠房，利用廠內原有的設備，提供藝術創作所需之專業需求，(三)位處於都市，提供藝術家伸展舞台，(四)關心自然生態議題而設立，(五)位處於社區內，透過藝術家與民眾的互動，達到教育之目的，(六)為促進國際文化交流而設立。
藝術村在各國行之有年，相較之下，臺灣起步略顯較晚，直至民國八十年，臺灣推動「國家建設六年計劃」，才將藝術村納入發展之一，並組織「行政院文化建設委員會藝術村籌備處」開始籌備國家藝術村的工作。南投埔里九九峰，擁有大片的山林風光，遂成為國家藝術村的預定地，然而歷經921大地震後，位處震央附近的九九峰容顏變色，潛在的土石流危機，遂使國家藝術村的工作宣告暫停，藝術村籌備處也轉型為「藝術村資源中心」協助地方政府發展設置小型的藝術村。
大台北地區擁有豐富的文化、人文資產，更是台灣與國際接軌的重要都心，本研究擬探討大台北地區公辦藝術村之類型與功能，以台北國際藝術村、寶藏巖國際藝術村、三鶯藝術村為例，分析各藝術村之歷史發展、存在現況、類型與功能，期能作為未來藝術村發展之參考。

The “Artist Village” was first born in France. The Artist Village plays an important role in the culture development and conservation of the country. There’s a big variety of types and forms for the Artist Village. The Artist Village can be divided into 6 types, depending on the different geographic location, demands and purposes.

1. Suburbs
Located in the city suburbs, it provides the artists with an environment without disturbance for their creativity to birth.
2. Renovated factory
The Artists may make use of the existing facilities to meet their professional needs as their create their arts.
3. City centers
This sort of Artist Villages provide artists a stage to display their works.
4. Art for the Nature
Arts are the tool to show the artists focus in the environmental issues.
5. Community Art
It “educates” the public to know arts through the interactions between the artists and the public.
6. Culture Exchange
It’s established to provide a forum for cross culture exchanges.

The Artist Village has been operating throughout the world for years. Comparatively, Taiwan has a late start. It was till the 90s when Taiwan started to promote the “6-year National Development Plan”, the idea of Artist Village was included in the development plan. The “Bureau of the Artist Village of Council for Cultural Affairs” was then formed to develop the national Artist Villages.

Jou-Jou Mountain in Puli, Nantou County, with its natural beauty became the appointed destination of the National Artist Village. However, after the 921 Earthquake, the Jou-Jou Mountain was seriously reformed. Due to the high risk of mudslide, the project was suspended. The Bureau of the Artist Village was then turned into the “Artist Village Resource Center” to help the local governments to develop Artist Villages in smaller scale.

Taipei is a city with rich and various cultures and resources. It’s also the center to connect Taiwan with the world. This study aims to discuss the types and functions of public Artist Villages in Taipei. Taking the 3 Artist Villages (Taipei Artist Village, Treasure Hill Artist Village and San Ying Artist Village) as examples, this study provides an analysis of each Artist Village from different aspects, such as historic development, current status, types and functions, in hope to serve as a useful reference for the future development of the artist villages.
