勞委會職訓局為紓解國內失業問題，參考歐盟發展公部門與私部門以外的第三部門降低失業之作法，自2002年推動「多元就業開發方案」結合第三部門夥伴關係提供弱勢者就業機會，解決弱勢者失業問題。此外，自2007年起多元就業開發方案為協助經濟型第三部門永續經營，朝向社會企業發展，亦投入相當多的資源。
本論文擬運用策略地圖財務、顧客、內部流程、學習與成長等四個構面，及社會企業三重底線經濟目標、社會目標、公共政策目標，試繪出多元就業開發方案培力經濟型單位發展社會企業之策略地圖，瞭解經濟型單位經營的困境及對發展社會企業的看法；另於多元就業開發方案政策介入後，是否有助提高經濟型單位發展社會企業可能性，並提出參考建議。
