The response rate of 29.15 percent obtained in the survey is consistent with results in mail and internet surveys. The data were analyzed using Structural Equation Modeling(SEM) and hierarchical regression analysis examine the roles of organizational commitment as mediating variables between training quality and organizational performance. Results of our study found that (1) Organizational background of partial variables has direct effect on training quality. (2) Organizational background variables have no direct effect on organizational commitment. (3) Organizational background of partial variables has direct effect on organizational performance.
