本論文之目的在於藉由美軍及其他國家軍方對於軍事口譯人員的選拔訓用與訓練方式進行探討並與國軍現行做法進行比較,並希望能藉此發現適合國軍的發展模式並預判未來可能遭遇的困難或挑戰。
本文討論的軍事譯者共分為兩種:一種為接受過正式訓練取得軍職專長之口譯軍士官,在本論文中將以軍事口譯員來稱呼,在美軍中的相對專長代號為09L;另一種則是外聘譯者,是由國防部或所屬單位所僱用的民間口譯或筆譯專長者,在文中將以聘僱口譯員來稱呼。美軍現有的軍事口筆譯專長培訓機構是由223軍事情報營的第51及第52連等兩個單位專責招募及培訓,國軍外語專長人員則是統一由國防大學語言中心訓練。美軍與國軍的口譯員之間最大的差別就是需要經常第一線參與作戰而國軍口譯員則主要進行軍事交流,但隨著目前國際合作日益頻繁,國軍口譯員也越來越常參加基層部隊的戰術訓練。
本論文藉由國內外文獻及數據並結合各國培訓現況分析以對軍士口譯人員現況有更深入的了解,同時也希望改善人員的訓用機制與人員經管以利人才長留久用、為國效力。
The purpose of my research is to figure out the differences in military interpreter recruitment and training territory between ROC and other countries. I hope to discover the most suitable and efficient way to improve our system and anticipate potential difficulties by analyzing collected material. There are two types of military interpreter mentioned in this thesis. One is service members receive proper training and acquire MOS specialty which addressed as military interpreters in this thesis, the other is civilian interpreters hired by military units to perform their expertise which addressed as contract interpreters. A major difference between military interpreters of U.S and R.O.C is that the former were consistently involved in combat situation and the other is mainly responsible for conference interpretation. As the military exchanging and cooperation between R.O.C and other countries increases, R.O.C military interpreters are frequently involved in events above mentioned. I hope to find a way to improve the recruitment and evaluation system of R.O.C military interpreters with systematic analyzing and research
