  • 本研究旨在探討文化在都市再生中扮演的角色,以法國南特作爲研究城市、南特之目的地觀光發展組織Voyage à Nantes作為個案研究對象。研究首先定義與解釋都市再生的基本概念,分析南特的觀光發展脈絡,並以Smith(2009)提出的文化主導再生的不同面向及產出結果作為理論基礎,達到下列研究目標:(一)經濟再生與觀光發展、(二)硬體環境的更新與保存、(三)公共藝術作為美化都市的工具,提升市場吸引力、與(四)政治或形象加強的工具。
    本研究以文件檔案分析、田野調查以及質性訪談法進行,以管理者與觀光客兩方視角著手探討。本研究根據個案與四個構面之產出結果交叉比對檢驗,歸納出理論框架下之具體影響,並整理出都市再生與觀光發展之關聯性。根據結果顯示,南特的觀光在Voyage à Nantes的管理下,驗證了都市再生中不同要素下其產生結果之重要性,包含經濟再生、建設的改善、美感藝術的加值效果與提升政治意象,其發展條件將提供後續研究及都市的觀光發展作為參考借鏡,給予未來研究適切的建議。

    This research aims to discuss the role of culture in urban regeneration, taking Voyage à Nantes as an example, which is a destination marketing organization of Nantes in France. The study begins with the concept of urban regeneration and analyses the tourism development in Nantes. Followed by the discussion based on the theory of Smith (2009) regarding the aspects and outcomes of culture-led regeneration, in order to achieve research objects as below: (a) economic regeneration and tourism development; (b) physical improvement; (c) public art as a tool of city beautification; (d) image-enhancing tool.
    This research is conducted by means of document analysis, field work and in-depth interview. Based on the framework of Smith’s theory, this study probes the influences of culture-led regeneration and its relation between cultural tourism development. According to the results, under the management of Voyage à Nantes, the cultural tourism of Nantes constitutes the importance of different elements in urban regeneration.
