  • 本研究旨在探討刑事案件警詢筆錄警察擔任通譯其通譯能力、警察通譯人才培育現況,以及提出具體可行警察通譯能力精進策略供當局參考。本研究方法採立意取樣方式,以質性半結構方式進行深度訪談,32名訪談對象來自三個族群:執行者:1)15名外事警察,及使用者:2)10名分局偵查員及3)7名地檢署主任檢察官。研究發現如下:1)目前通譯定期訓練並未以外事警察專長美日語,只以泰語、印尼語及越南語的通譯培訓為主。2)、目前刑案筆錄案例都已過時不實用。3)通譯培訓應以情境教學為主,線上為輔。4)沒有外事警察通譯獎勵措施。5)地檢署主任檢察官認為外事警察擔任通譯比特約通譯稱職,跟受害人一樣對外事警察較具信任感。6)員警認為外事警察通譯能力佳,警詢筆錄進行很順利。一般通譯有保密的疑慮。綜上所述,研究建議警政署與地檢署針對通譯工作進行人才合作與互動,提升外事警察能見度及警察形象;社會矚目案件成功通譯案例應進行經驗分享;現在擔任地檢署特約通譯之警察可作為外事警察通譯之種子教官,未來應規畫情境教學通譯培訓,另外將線上課程導入通譯知識與技巧。

    The purpose of this study was to investigate the interpreting ability of Foreign Affairs Police officers in criminal cases and the current status of police interpreter training, while offering hopefully feasible and tangible strategies to enhance the interpreting ability of Foreign Affairs Police officers, and thereby serve as a reference to the competent authorities. The methodology is a purposive sampling in qualitative semi-structured in-depth interviews. The 32 subjects were divided into three groups: practitioners: a) 15 Foreign Affairs Police officers, and users: b) 10 criminal investigators from the Xinyi Precinct, c) 2 deputy chief prosecutors and 5 head prosecutors of the District Prosecutor’s Office. After data collection, the responses during the interviews were analyzed qualitatively. Based on the data analyses, the findings are summarized as follows:1) Currently, the regular training for interpreters is not provided in English or Japanese for Foreign Affairs Police officers, but focuses only on Thai, Indonesian and Vietnamese for the interpreters. 2) The current criminal interviewing samples are outdated, impractical and infeasible.3) Interpretation training should be Situated-Teaching and supplemented by online courses. 4)There are no specific incentives to reward Foreign Affairs Police interpreters. 5)The head prosecutor of the District Prosecutor’s Office believes that Foreign Affairs Police officers are better interpreters than others, and that Foreign Affairs Police officers are more trustworthy, as are the victims.6) The police officers in the Precinct thought that the Foreign Affairs Police interpreters were skillful and that the interviews were always conducted smoothly. With the other interpreters there was a concern about confidentiality. On the basis of these results, some implications are offered as follows. The National Police Agency and the District Prosecutor’s Office should collaborate and interact with each other in offering the best interpreting candidates in order to enhance the visibility of the Foreign Affairs Police and to improve the image of the police; the Foreign Affairs Police interpreters who completed successful and high-profile cases should be shared with other Foreign Affairs Police; the Foreign Affairs Police who serve as chartered interpreters for the District Prosecutor’s Office can serve as interpreting seed instructors; in the future scenario-oriented interpreting training is to be planned; and online courses are to be introduced to enhance interpreting knowledge and skills.
