我國奧會會籍問題，起自中國分裂，到1981年3 月簽訂所謂之「奧會
模式」而告暫時確定。經蒐集、分析史料之後，獲致以下的結論。
一．國際局勢的走向，以及國、共雙方間的外交政策所構成的時
代背景，是決定我國奧會會籍命運的主要因素。
二．IOC 主席的對華態度，對我國的會籍也發揮一定的影響力。
三．由於我國堅持代表「中國」，使我國奧會在面對會籍問題時
所做的努力，徒勞無功。
四．蒙特婁奧運會的退出，就當時局勢的困難，以及後來的不良
效應來看，無疑的是會籍爭戰中的一大失策。
五．「奧會模式」的成立，是IOC 向現實的低頭，有違奧林匹克
「平等」的精神。

ROC's Olympic Committee membership , since the split between
the straits in 1951 , has been a controversial issue , and
an agreement between ROC and IOC was not reached until March
1981 , forming the so-called "Olympic formula". However ,the
agreement was unfair to ROC . For better understanding of
the whole situation , I investigate the event in terms of
the whole process of changes . After the analyses of my
collected materials and data , ranging from time background,
the attitude of IOC's chairman toward China , to ROC's and
Mainland China'strategic handlings of the issue , I draw my
conclusion as follows :
1.International political atmosphere and time background
constituted by ROC's and Mainland China's diplomatic
policies are the main determinants of ROC's Olympic
committee membership .
2.Although time background is the main determinant of our
Olympic Committee membership ,the attitude of IOC's chairman
toward China has certain degree of influence upon the
formation of the changes of our Olympic Committee membership.
3.Beacause of our insistence on ROC as the only legitimate
regime representing China , all our endeavors made to handle
the membership-issue prove to be useless.
4.Viewed from its bad influence and the difficulty of
participation , our withdrawal from Montreal Olympic Games
was a big mistake.
5.For ROC , the "Olympic formula" , though emphasizing
the equal status of all the members , actually is a
political discrimination . IOC's belittling ROC in favor
of Mainland China's "One nation - two system"policy shows
that it gives in to political reality , violating the
Olympic spirit of equality.
