基於『航港單一窗口服務平台(MTNet)』的建置,本論文實際建構出一個系統模擬平台以作為論文研究之途,待進一步驗證研究方法之可行性後方能對MTNet提供一套有效的訊務管理策略。在模擬平台中,利用訊務管制策略中的連結允入控制(Call Admission Control)監控訊務壅塞的情況,以避免系統因為大量使用者同時登入而造成系統的過載與崩潰。
本研究將海運業者申辦服務的交易過程分為「瀏覽網頁」、「訂購商品」、「結帳」三個階段,以平台的『商業利益』作為考量,設定最後的「結帳」階段為最高服務等級,利用允入控制機制來對服務連線的進出做控管,並配合專業壓力測試軟體(Webserver Stress Tool)模擬海運業者同步上線的情形,以驗證允入控制機制之可行性,避免海運業者在航港單一窗口服務平台申辦服務過程中,最後的交易階段「結帳」因為網路的壅塞而發生錯誤或遺失的情形。
根據實驗結果顯示,本研究所提出之訊務管制策略確實具有可行性,在未來應能將其套用至航港單一窗口服務平台(MTNet)中,以對於平台內部的訊務流量提供一套良好的管制策略,進而提升電子化政府服務系統的服務品質與經濟效益。
The purpose of this thesis is to simulate a service platform for the development of “MTNet(Maritime Network)" one-stop service system. It can be helpful for predicting the quality of service of MTNet. On the simulation platform, Call Admission Control of traffic management policy was used to monitor the situation of traffic congestion in order to prevent the system from collapse and overload caused by concurrent large sign in.
The procedures of marine application service are divided into “browse”, “order” and “check out” three steps. Among them, the step of “check out” is regard as the supreme grade for considering the commercial interest of platform. The Call Admission Control was used to control service connection and then cooperated with the professional web server stress tool to improve the marine connection for enhancing the feasibility of Call Admission Control and preventing network congestion during the application procedure of marine.
The results of simulation through web server stress tool with the traffic management policy developed in this study were shown feasible. It means that the Call Admission Control can be performed effectively on MTNet in the future. Besides, the QoS of managing traffic flow on the developed the platform has been improved for promoting the economic benefits of E-government execution.
