面對現今環境與資源帶來的挑戰,循環經濟是一項具有潛力的解決方案,可以維持經濟增長和環境永續之間的平衡,同時為了因應2050淨零排放的目標,發展循環經濟是達成目標不可或缺的重要策略。面對循環經濟轉型的過程中人們對於循環經濟的理解會直接影響循環經濟的推動,人們對於循環經濟的理解經常有主觀、偏誤或過度樂觀的情況,缺乏足夠的知識成為循環經濟轉型的一大阻礙,因此教育與人才培育是循環經濟轉型的關鍵。本研究旨在建構適用於大學生的循環經濟知識素養架構,大學階段是培養知識及技能的重要場域使學生能夠銜接未來的職涯需求,以完整的知識素養架構作為循環經濟教育框架,亦提供學生了解如欲因應未來就業競爭力,需理解之循環經濟知識結構,連結理論與實務應用,進而發展更有效的人才培育策略。
在循環經濟知識素養的建構過程中,考量目前國際上仍然未出現完整的循環經濟素養架構,以循環經濟定義與原則、循環經濟教育內涵及循環經濟能力與技能作為基礎,從理論原則確立基本內涵,能力需求定位知識重點,教育內涵改善學習設計,以理論基礎與實務需求形塑完整的知識素養架構,其中特別針對循環經濟能力與技能進行深入的內容分析,將其按技能類別與專業領域劃分,以商業管理領域位居第一,工業工程與製造位居第二,並且與企業功能相互對應,以此發展四個與循環經濟重點相關的專業面向,分別為財務會計、經營管理、生產製造、產品研發,以四個面向中與循環經濟相關的知識需求共同構成完整的循環經濟知識素養架構。
In response to today's environmental and resource challenges, circular economy presents a promising solution that can maintain a balance between economic growth and environmental sustainability. Moreover, developing circular economy is an essential strategy to achieve the 2050 net-zero emission target. During the transition towards circular economy, people's understanding of circular economy directly influences its implementation. People's comprehension of circular economy often involves subjective, biased, or overly optimistic perspectives, and the lack of adequate knowledge becomes a major obstacle to circular economy transition. Therefore, education and talent development are key to this transformation. This research aims to construct a circular economy knowledge literacy framework applicable to university students. The university stage is a crucial platform for cultivating knowledge and skills that enable students to connect with future career needs. A comprehensive knowledge literacy framework serves as an educational framework for circular economy, providing students with an understanding of the circular economy knowledge structure necessary for future employability competitiveness, linking theory with practical applications, and thereby developing more effective talent cultivation strategies.
In the process of constructing circular economy knowledge literacy, considering there is currently no comprehensive circular economy literacy framework internationally, this study is based on circular economy definitions and principles, circular economy educational content, and circular economy capabilities and skills. It establishes basic content from theoretical principles, positions knowledge focus through capability requirements, and improves learning design through educational content, shaping a complete knowledge literacy framework through theoretical foundations and practical needs. The study particularly conducts in-depth content analysis of circular economy capabilities and skills, categorizing them by skill types and professional domains, with business management ranking first and industrial engineering and manufacturing ranking second. These are then mapped to enterprise functions, developing four professional aspects related to circular economy focal points: financial accounting, business management, production and manufacturing, and product research and development. The knowledge requirements related to circular economy within these four aspects collectively constitute a comprehensive circular economy knowledge literacy framework.
