本研究之目的在於探討英國學校管理委員會的形成背景、發展,包括學校管理委員會的發展沿革、法律依據及其成員、組織與職權等。此外,藉著我國學者專家的意見分析,以瞭解我國中小學採用英國學校管理委員會管理方式的可行性。最後,根據研究結果提出建議,提供我國相關機關作為參考。
為了達成上述的研究目的,本研究採取文獻分析法和訪談法。透過文獻分析法,從相關文獻的收集、整理、歸納以及分析,來探討英國學校管理委員會的理論基礎、背景、發展情況以及影響。其次,藉著訪問法,以便於瞭解受訪者對於英國學校管理委員會的組織、成員及職權的看法,並藉此瞭解學校管理委員會在國內運作之可行性。
經過上述的研究,得到以下的結論:
一、 英國學校管理委員會之委員具有地方性
二、 英國學校管理委員會之組織具有機動性
三、 英國學校管理委員會之職權具有自主性
四、 我國應儘早改進中小學校務會議的功能
五、 我國中小學校務會議成員應該具有彈性
六、 我國中小學校務會議缺乏完善的組織和職權
七、 我國中小學校務會議欠缺明確法律地位
八、 我國中小學校務會議應增強立法的功能
根據研究結論,提出以下的建議供國人參考:
一、 校務會議成員應分為基本委員和彈性委員
二、 建立完善及彈性的校務會議組織
三、 重新釐清校務會議的法律定位
四、 漸進促成我國中小學的法人地位
五、 選擇「前導學校」作為學校管理委員會之實驗
The purposes of this study are to explore the background and to survey the development of the school governing body in England and Wales, especially about the developmental process, the laws according to, the related staffs, the organization and the authority of the school governing body. Based on the research findings, the recommendations are offered as the improvement for relevant institutes.
To achieve the purposes above, the research adopts the methodology of literature analysis and interview one. Firstly, through the collection and analysis of literature, relevant theories, background, development and effect of the school governing body are discussed. Secondary, interview methodology helps to know the opinions from interviewees and the internal feasibility of the school governing body.
From the methodology, the conclusions are obtained as followed.
1. The representatives of the school governors are composed locally.
2. The organization of the school governing body is modifiable.
3. According to the need of school, the school governing body could itself make relative decisions.
4. The function of the school meeting needs modification in primary and secondary schools in Taiwan.
5. The representatives of the school meeting in primary and secondary schools in Taiwan should be flexible.
6. The school meeting in primary and secondary schools in Taiwan works without well organization and sufficient authority.
7. The school meeting in primary and secondary schools in Taiwan needs more requirements about law.
8. The school meeting in primary and secondary schools in Taiwan should increase the function of legislation.
Finally, the points followed are suggested.
1. The school meeting in primary and secondary schools in Taiwan should have "Basic Representatives" and "Flexible Representatives."
2. An well-organized school meeting in primary and secondary schools in Taiwan is necessary.
3. Government should clarify the relevant laws about the school meeting in primary and secondary schools in Taiwan.
4. In primary or secondary schools in Taiwan should step by step have it own corporate status.
5. Government should choose some schools as "Pilot Schools" and examine the feasibility of the school governing body.
