新聞性電視叩應談話節目結合電話叩應並且邀請各種立場的代表到現場面對面談話，衍然有公眾論壇的形式，但其所呈現的討論品質如何？即是本研究的重點．本研究以溝通行動理論為分析架構，探討新聞性叩應談話節目成為公共領域的可能性．

One of mass media's respinsibility is to being a public spacein which everybody could express his opinion. But few people answer the questionhow to proceed discussions among people who holds different views. Habermasis one of the exception. He proposed a normative definition for a public forum by the theory of communicative action. Based on the theory of communicative action, the study inspects the discourse of a journalistic call-in television program, which are getting more and more poppular and influential. This is an case study. An episode of the "2100 people speak" is recorded. Researcher analyzed the discourse of the text based on the" Universal Pragmatics" of the communicative action theory. During the guest disussing time, the discourse did achieve thelevel of metatheroretical discourse, but soon ended. And during the call-intime, callers just exressed their own opinion and seldom criticized or questioned others' words. The possible reasons maybe as followed:1.The hostdidn't play an intermediator well. 2. The guest speaker failed to answer thehost's question.3. The guest speaker failed to clear his own opinion whenbeing misunderstood. 4. Time for callers was limited.
