環境保護工作是近年來人民生活上十分熱門的議題，不論是在國內或
是國際上，環境保護問題愈來愈受到一般民眾的重視．其主要原因有經濟
的過度發展，經濟活動的頻繁，以及人口的不斷增加，加上自然環境資源
的有限．．．等等，諸如此類的民生問題，使得人類不得不認真思考，應
如何來拯救我們每天必須生活的環境，為我們的後代子孫保留一個乾淨而
低污染的生存空間． 本文擬透過民生哲學中所蘊含的保與養的哲理，
從中國古代的先聖先賢－－孔，孟，老，莊，荀，墨，對天地萬物融合為
一的思想為濫觴，配合現代國際上環境永續發展的理論，為我國的環境保
護政策，建構出一個以民生為主的環境保護體系，期望能提昇國民的生活
素質，並對人類生生不息的繁衍有所貢獻．

Environment protection is a very popular issue on people's
life inlate years. No matter on domestic or on international,
people are taking seriously on environmental protection problem
more and more. The main causes are overdevelop-ment of economy,
frequency of economic activities, population inflation,
andlimitation of nature resourses,..etc. Such kind of livelihood
problem mademamkind have to take consideration of that how to
save our environment and keepa clean and low-polution life
space. This thesis try to through the theory of "protect" and
"raise" including bylivelihood philosophy, departing form the
thinking of ancient Chinese Saint--Confusious, Mon-Tz, Lau-Tz,
Twan-Tz, Shin-Tz, Mou-Tz, matching on contemperaryinternational
environmental sustainable development theory, establish an envi-
ronmental protection system for livelihood and for our country's
environmentalprotection policy. In addtion, expecting to uplevel
my citizen's life quality,and having a contribution to human-
being's sustainability.
